Every single one of these pirates are criminals, and to help bring them to justice, the World Government issues bounties. The value of each bounty is determined by the pirate’s strength and notoriety.One Piecehas revealedsome pretty high bounties, but there are also few pirates who deserve significantly higher bounties because of who they are and what they have done.

Many of these characters possess immensely strong devil fruit abilities or Haki or maybe both of the things. One Piece characters who possess both of the abilities are a cut above the rest in terms of strength. However, many of these characters do not get the level of respect that they deserve. They end up having very low bounties which insinuate that they don’t possess the same level of threat. Many One Piece characters deserve higher bounties based on their feats and in this list, we added a few more deserving candidates.
15Franky Knows About Pluton
Franky is the shipwright of the Straw Hats, which makes him one of the most important characters in the crew. He joined the Straw Hats after the Water 7 arc and since then he has played a pivotal role in almost every arc.
Franky’s current bounty is 94,000,000 beris, which is low considering that he knows about Pluton, one of the three Ancient weapons. With such dangerous knowledge at his disposal, Franky’s bounty should be significantly higher.
14Portgas D. Ace Was Roger’s Son
Portgas D. Ace was the Second Division Commander of the Whitebeard Pirates. He was the son of the Pirate King, Gol D. Roger, but he roamed the world with the Whitebeard Pirates. So, he was affiliated with two of the most powerful pirates of all time.
Ace had a bounty of just 550,000,000 which was extremely low for someone who was related to two of the greatest pirates of all time. Most of the higher ranked Yonko Commanders have bounties closer to 1,000,000,000 beris.
13Jimbei Participated In Two Major Wars
Formerly, a member of the Seven Warlords of the Sea, Jimbei is the tenth character to join the Straw Hat Pirates. Jimbei is one of the fewOne Piececharacters who were involved in the Summit War and the Wano War. Jimbei’s role in both wars cannot be overlooked. In addition to the major wars, he also played a key role in the Straw Hats' escape from Big Mom’s territory. His current bounty of 438,000,000 beris doesn’t do him justice.
12Jewelry Bonney Has Unknowm Connections With The World Government
Jewelry Bonney is the captain of Bonney Pirates, and one of the members of the Worst Generation. Bonney has a bounty of 140,000,000 beris and it pales in comparison to the rest of the pirates. Bonney is highly sought-after by the World Government.
Akainu tried to bring back to the World Government for an unknown reason. It is possible that the World Government might be after her unique devil fruit that allows her to alter anyone’s age, but for now Bonney’s connection to the World Government is a mystery. This connection should have led to an increase in her bounty, but it has not happened so far.
Nico Robin’s importance in the series is almost unparalleled. Her epithets “Devil Child” and “Light of the Revolution,” reiterate the threat that she poses to the World Government. Nico Robin was the only survivor of the Ohara Incident, where all the other residents were killed in the Buster Call.
Currently, Robin has a bounty of 130,000,000 beris. It is certainly low compared to other characters in the series, who pose very little threat to the World Government. Robin is the only person who is capable of reading the writing on the Poneglyphs. Considering her importance, Nico Robin definitely needs an improved bounty.
10Crocodile Tried To Overthrow An Entire Kingdom
Logia Devil Fruits are especially powerful, and Crocodile possesses one which allows him to create, control, and transform into sand. The really terrifying thing about the Sand-Sand Fruit is its ability to absorb liquids, which is why Crocodile can remove all the moisture from a person’s body.
Crocodile was a Warlord, and when a pirate gains that title, their bounty is frozen. When he became a Warlord, his bounty was 81 million Berry, but it should be much higher now since he nearly overthrew the kingdom of Alabasta. He also escaped from Impel Down and fought against the Marines at Marineford.
9Zoro Is One Of The Greatest Pirate Swordsmen In The World
Zoro started off as a bounty hunter, but that all ended when he met Luffy. Zoro is now one of the Straw Hat Pirates' best fighters, and he is slowly becoming the greatest swordsman in the series. He invented the three-sword fighting style, andhe has wielded some of the world’s best swords.

Zoro’s current bounty is 320 million Berry. It’s pretty high, but it should be much higher, especially since Luffy’s has now reached 1.5 billion. Zoro has defeated some powerful pirates, and now that he has gone toe-to-toe with Kaido, his bounty should be at least double what it is now.
8Jesus Burgess Is One Of Blackbeard’s Titanic Captains
Blackbeard was once a Warlord of the Sea, but he resigned and took Whitebeard’s place as one of the Four Emperors of the New World. Blackbeard possesses two of the strongest Devil Fruits in the world, and he has done some terrible things, which is why his bounty is more than 2.2 billion Berry.
Jesus Burgess is one of the Blackbeard Pirates' Titanic Captains, and his current bounty is around 20 million Berry. This bounty is far too low, especially since the other captains all have bounties well above 30 million.
7Caesar Clown’s Mind Is Too Dangerous
Caesar Clown is a scientist who once worked with Dr. Vegapunk, and he ate a Logia Devil Fruit which allows him to create, control, and transform into gas. His gas is very poisonous, and he has the ability to suffocate people by manipulating oxygen.
Caesar’s bounty is currently 300 million Berry, and it should definitely be higher. He specializes in creating chemical weapons that can cause large-scale destruction, and he is responsible for producing artificial Devil Fruits which have empowered Kaido’s forces. The people of Wano have also suffered at the hands of these fake Devil Fruits.
6Arlong Terrorized The East Blue
Arlong is a sawshark fish-man and the former captain of the Arlong Pirates. He was also a member of the renowned Sun Pirates, which included formidable fighters like Fisher Tiger and Jinbe. Arlong killed Nami’s foster mother, and he then forced her to become his crewmate so he could take advantage of her cartography skills.

When he was sent to Impel Down, Arlong had a bounty of 20 million Berry. Arlong and his crew terrorized the East Blue, and he controlled a fairly large amount of territory, so it’s hard to believe that his bounty wasn’t at least 35 million Berry.
